Organized by illegal, armed groups of separatists, the referendums violate international law, as well as the constitution and law which are in effect in Ukraine. The referendums contribute to the deepening of tensions that already exist in east Ukraine.
Poland advocates searching for a peaceful solution to the conflict in Ukraine, and backs efforts that are being made in this sphere by international organizations, in particular the Organization for Security and Co-operation in Europe (OSCE).
However, the solution to the conflict and the national dialogue should takeplace within the framework of the legal regime being in force in Ukraine. We support efforts by the authorities in Kyiv to draft and implement a devolution reform, which we believe will be conducive to national reconciliation and a de-escalation of tensions.
