It is worth recalling that three years ago, in December 2022, on the ruined post-industrial site, in which we were the only ones to decide to invest, a meeting with the residents of the Konstancin-Jeziorna Commune took place. We then began to jointly develop a transparent solution that enabled the start of the first stage of the investment, including saving the historic Royal Paper Mill, where the paper on which the Constitution of May 3rd was written was produced. It was then that the expansion towards an open, multifunctional estate with cultural, hotel, recreational, commercial, and sports facilities was initiated. 

Subsequently, Arche S.A. intensified its efforts related to the construction of a new road connection with Warsaw, as well as the liquidation of the troublesome neighborhood of asphalt mix plants located in this area. What’s more, Arche S.A. is currently in the process of moving its registered office to Konstancin-Jeziorna, which will result in the aging and depopulating commune becoming a beneficiary of tax revenues from our company’s nationwide operations. In addition, after the opening of the multifunctional complex, several hundred new jobs will be created there.

It must be clearly emphasized that no decisions have yet been made by Arche S.A. regarding the second stage of the investment, no procedure under the special act has been initiated, and broad public consultations can help in developing a good solution and discussing all issues. 

Another issue that needs to be emphasized is that in Konstancin-Jeziorna we do not intend to develop industrial investments, although this would be consistent with the current designation of our property. On the contrary, bearing in mind the legal conditions changing in mid-2026, we accelerated the decision to start talks about the second stage so as not to lose the possibility of transforming the area into a function more consistent with the spa character of Konstancin-Jeziorna. 

Arche S.A. is the largest Polish hotel chain with domestic capital, specializing in saving historic monuments. The company started its operations almost 35 years ago from scratch, and at the beginning of 2026, it will launch its 24th hotel property in its collection. During this time, we have managed to save many extremely difficult historic objects from destruction, such as the Żnin Sugar Factory, Uphagen’s Manor in Gdańsk, the Monastery in Wrocław, Łochów Palace and Farm, or Janów Podlaski Castle, and many more such investments throughout the country, including the huge revitalization of EC Szombierki in Bytom, are currently being carried out. 

I wish that we – just like three years ago – could meet at the Royal Paper Mill in Konstancin-Jeziorna, assess the progress of works and directly discuss any issues regarding the second stage of the investment. As I mentioned, nothing has been decided yet on this matter. In fact, only the development of a common position in agreement with the residents and local authorities can be the right impulse for further revitalization of this area, degraded by decades of industrial use, which could be transformed into a healthy urban fabric with a spa character.
