In the face of dynamic legal and technological changes, local media face challenges that will determine the future of public debate in Poland. This year’s edition of the Congress is dedicated to strengthening editorial independence and implementing groundbreaking European regulations that will shape the new media order starting from August 2025.

Why is this meeting crucial?

Free local media is not just a source of information – it is a mechanism for controlling power, a barrier against corruption, and a space for building civic identity. In an era of increasing polarization, protecting pluralism at the regional level becomes a matter of state interest for every modern democracy.

Main debate panels and topics of the XIV Congress of Polish Media

  1. European Media Freedom Act (EMFA) – One year after implementation. Analysis of the impact of EU regulations on the Polish market. We will address issues of:
Protection of journalistic secrecy and safeguarding against surveillance. New standards for media ownership transparency.
The role of the European Board for Media Services in protecting editorial independence.
  2. Local Government Media vs. Independent Press – An unequal fight for the market? A key debate on the controversial media bill:
Does the lack of a ban on local government units publishing press threaten private media?
The informational mission of local government versus the oversight function of free media.
Demands of journalistic organizations regarding limiting the dominance of publications dependent on local authorities.
  3. Funding and “Soft Power” Support Mechanisms for local media.
Transparency in commissioning state and local government advertising – how to avoid financial pressure on newsrooms?
Public support programs for local media as an element of pluralism protection.

We invite journalistic self-government organizations, media law experts, academics, and all those who value the idea of free speech to participate in the Congress.
